Responsible Recreational Access to OUR Public Lands

OAKLEY, CA -- Many in the off-highway vehicle (OHV) community feel that a recent anti- motorized recreation hit piece is unfair because it fails to include a large number of success stories. The 70 page document ?Off-Road to Ruin? recently published by the California Wilderness Coalition (CWC) conveniently forgot to highlight pro-active resource protection efforts undertaken by the state OHV program, multiple-use recreationists, and federal land agencies.

SUMMARY: The Bureau of Land Management and the U.S. Forest Service are jointly engaged in a land use plan amendment process, developing a management strategy for lands they administer. Both agencies' regulations provide for administrative review of the proposed decision before it is recorded. The responsible officials for both agencies have agreed to use one administrative review process in order to simplify the process for the public and for the agencies. The responsible officials further decided to use, as the single review process, the Bureau of Land Management's protest process. Using this single process allows the public to seek review from both agency heads with one request.

SUMMARY: This notice places restrictions on travel by off-road vehicles (ORV's) and mountain bikes on specific public land administered by the BLM Moab Field Office. These actions are necessary to halt ongoing impacts and prevent future degradation of resource values. They are being implemented on an interim basis to protect resource values and public safety, pending revision of the Resource Management Plan (RMP) for the area administered by the BLM Moab Field Office. This notice also affirms and describes previous travel restrictions that remain in effect.

SUMMARY: The Forest Service will prepare an environmental impact statement to document the analysis and disclose the environmental impacts of proposed hazardous fuels reduction, bark beetle sanitation, and the maintenance and/or restoration of vegetative communities (willow bottoms, mature riparian spruce, and mature Douglas-fir) on approximately 1500 acres in the areas burned by the Mussigbrod and Middlefork fires of 2000 in the Beaverhead-Deerlodge National Forest. The project area is located within the Wisdom and Pintler Ranger Districts of the Beaverhead-Deerlodge National Forest in Beaverhead and Deerlodge Counties, Montana. The Mussigbrod fire complex burned approximately 59,000 acres within the Big Hole River watershed, including Trail, Prairie, Tie, Johnson, Bender, Mussigbrod, Plimpton, and Pintler Creeks. The Middle Fork fire complex burned approximately 18,000 acres in 11 areas in the Rock Creek watershed, including the Middle Fork, Rock Fork, and West Fork sub basins.

SUMMARY: The Federal Land Policy and Management Act (FLPMA) and the regulations at 43 CFR part 1600 require the Bureau of Land Management (BLM) to prepare Resource Management Plans (RMPs) to provide management direction for the public lands. The objective of land use planning is to ensure that BLM lands are managed under the principles of multiple use and sustained yield (FLPMA, sec. 102 (a) (7)); in a manner that will protect the quality of scientific, scenic, historical, ecological, environmental, air and atmospheric, water resource, and archaeological values; that, where appropriate, will preserve and protect certain public lands in their natural condition; that will provide food and habitat for fish and wildlife and domestic animals; and that will provide for outdoor recreation and human occupancy and use (FLPMA, sec. 102(a)(8)); and in a manner that recognizes the Nation's need for domestic sources of minerals, food, timber, and fiber from the public lands (FLPMA, sec. 102 (a) (12)).

On Wednesday, Sept. 20th, the Senate Energy and Natural Resources Committee will vote on whether to release S. 510, the American Land Sovereignty Protection Act. This legislation is vital to the protection of national sovereignty and private property rights, requiring Congressional approval before US land can be declared a UN Biosphere Reserve or World Heritage Site.
