arenamontana) as threatened or endangered under the Endangered Species Act of
1973, as amended (Act). We find that the petition presents substantial
information indicating that listing the Sand Mountain blue butterfly may be

Draft Safe Harbor Agreement and Application for
an Enhancement of Survival Permit for the Chiricahua Leopard Frog in Arizona

The Arizona Game and Fish Department (AGFD) (Applicant) has applied to the U.S.
Fish and Wildlife Service (Service) for an enhancement of survival permit
pursuant to Section 10(a)(1)(A) of the Endangered Species Act (Act), as amended.
The requested permit, which is for a period of 50 years, would authorize
incidental take of the threatened Chiricahua leopard frog (Rana chiricahuensis)
as a result of conservation actions, on-going livestock operations, recreation,
land treatments, and other existing land-use activities. To ensure

Travel Plan Revision
The USDA Forest Service announces its intent to prepare a Supplemental
Environmental Impact Statement (SEIS) to the Ogden Travel Plan Revision Final
Environment Impact Statement (FEIS). The Ogden Travel Plan Revision FEIS
evaluated six alternatives for possible travel management of motorized trails
and roads. Scoping will not be conducted in accordance with 40 CFR 1502.9(c)(4).
The draft supplemental environmental impact statement is expected in December
2006 and the final supplemental environmental impact statement is expected in

This notice announces the availability of Supplemental Information and Analysis
to the Price Field Office Draft Resource Management Plan/Environmental Impact
Statement (Price Draft RMP/EIS) for Areas of Critical Environmental Concern (ACECs).
This information includes four potential ACECs inadvertently omitted from the
Price Draft RMP/EIS and prior notices. To assure that public comments will be
considered, BLM must receive written comments on the supplemental information
and impact analysis to the Price Draft RMP/EIS for the potential ACECs within 90
days following the date the Environmental Protection Agency publishes the Notice

Notice of Supplementary Rules for Public Land
in South Dakota
The Bureau of Land Management (BLM) South Dakota Field Office is publishing
supplementary rules for public lands in the Fort Meade Recreation Area in the
state of South Dakota. The rules are needed in order to protect the area's
natural resources and provide for public health and safety. The rules are based
on existing regulations and address use, camping and occupancy, vehicles and
off-road vehicles, conduct, firearms and permits. These supplementary rules are
effective October 10, 2006 without further action, unless adverse comment is
received by September 11, 2006. If adverse comment is received,
BLM will publish a timely withdrawal of the supplementary rules in the Federal

The Forest Service will prepare an environmental impact statement on a proposal
to implement multiple resource management actions within the Citadel Project
Area as directed by the amended Black Hills National Forest Land and Resource
Management Plan. The Citadel Project Area covers approximately 28,000 acres of
National Forest System land and approximately 5,500 acres of interspersed

Black Hills National Forest; Custer, SD
The Hell Canyon Ranger District of the Black Hills National Forest intends to
prepare an Environmental Impact Statement (EIS) for a proposal to implement
multiple resource management actions within the Norwood project area as directed
by the Black Hills National Forest Land and Resource Management Plan. The
Norwood project area is approximately 46,450 acres in size, with 42,250 acres of
National Forest lands and 4,200 acres of private land. The South Dakota State
snowmobile trail system bisects the area and the Beaver Creek cross- country ski
area is within the project area. Comments concerning the scope of the analysis
will be most useful if received within 30 days following publication of this

Notice of Intent to Expand the Scope of the
General Management Plan/ Environmental Impact Statement for the Addition at Big
Cypress National Preserve, FL
The National Park Service (NPS) is expanding the scope of the General Management
Plan (GMP)/Environmental Impact Statement (EIS) being prepared for the Addition
lands. As part of this planning effort, the NPS will include a wilderness study
to determine if any portions of the Addition Lands of Big Cypress National
Preserve (Preserve) should be recommended for inclusion in the National
Wilderness Preservation System as defined in the Wilderness Act of 1964. The NPS
also will prepare an Off-Road Vehicle Management Plan that will address in more
detail the management of off-road vehicles in the Addition Lands. These new
elements will be included as part of the GMP/EIS currently in preparation. A
Notice of Intent to prepare an EIS with that GMP was published in the Federal
Register of June 12, 2001. That EIS now will be expanded to include an
evaluation of the impacts associated with possible designation of wilderness and
off-road vehicle management within the Addition Lands of the Preserve. Open

2002
We are announcing the availability of a document entitled Birds of Conservation
Concern 2002. The purpose of this document is to identify species, subspecies,
and populations of migratory and non-migratory birds in need of additional
conservation actions. All comments received will be filed for use in developing
the next version of the list. Comments will be accepted up until the time that
